GSA Refresh 30 Mass Mod: What You Need to Do in 90 Days

GO GSA TeamJanuary 7, 20255 min read

Updated June 2026 for Refresh 32: GSA issued Refresh 32 (Mass Mod A917) in June 2026 with a shorter 30-day acceptance window and new requirements including FAR 52.222-90 DEI compliance and EOS product rules. The information below covers Refresh 30. For the latest requirements, see our Refresh 32 action guide.

GSA released Refresh 30 of the Multiple Award Schedule solicitation in November 2025, and all existing GSA Schedule holders must take action. You have 90 days to accept the mass modification—here's what you need to know and do.

What Is the Mass Modification?

When GSA updates the MAS solicitation, they issue a 'mass modification' that updates all existing contracts to reflect the new terms. Refresh 30's mass mod incorporates changes from the Revolutionary FAR Overhaul, including:

  • 53 replaced clauses and provisions
  • 36 eliminated clauses
  • 5 new clauses added
  • Updated pricing terms and templates

The 90-Day Deadline

You must accept the mass modification within 90 days of receipt. This is not optional—failure to accept can have serious consequences for your contract.

What Happens If You Miss the Deadline?

If you don't accept the mass mod within 90 days:

  • Your contracting officer cannot process other modifications to your contract
  • Price increases, SIN additions, and other changes will be blocked
  • In extreme cases, GSA may initiate contract termination procedures

Key Changes to Review

Drone/UAS Restrictions

As of December 22, 2025, only DoD DIU Blue sUAS are allowable under MAS. If you sell drones or unmanned systems, verify your products meet the new requirements.

Order-Level Materials Updates

OLM is now limited to 60 eligible subcategories. The old SIN-level regulations (552.238-115 and SCP-FSS-007) have been removed. Review your OLM offerings to ensure compliance.

Pricing Terms Template

The pricing terms attachment has new columns for EPA mechanism, rationale, limitations, and commercial practice alignment. Update your internal documentation accordingly.
