GSA Refresh 30: Key Changes Every Contractor Should Know in 2025

Updated June 2026 for Refresh 32: GSA issued Refresh 32 (Mass Mod A917) in June 2026, introducing additional changes on top of Refresh 30 — including FAR 52.222-90 DEI compliance, EOS product rules, and a 30-day acceptance window. See our Refresh 32 guide for the latest requirements.

The GSA Multiple Award Schedule (MAS) program has undergone significant changes with Refresh 30, part of the Revolutionary FAR Overhaul (RFO). These updates streamline requirements and reduce administrative burden for contractors seeking GSA Schedule contracts.

Key Changes in Refresh 30

Professional Compensation Plan Removed

One of the most significant changes is the removal of the Professional Compensation Plan (PCP) requirement for professional services contractors. Previously, companies had to submit detailed compensation plans demonstrating that their employee pay was fair and reasonable. This requirement has been eliminated, saving contractors significant time and documentation effort.

Simplified Source of Supply Documentation

The 'uninterrupted source of supply' documentation requirement has been eliminated for non-manufacturers. This means resellers and distributors no longer need to prove they can maintain continuous product availability, making it easier for these businesses to obtain GSA Schedule contracts.

Clause Consolidation

Refresh 30 replaced 53 clauses and deleted 36 others through the Revolutionary FAR Overhaul. This consolidation reduces contract complexity and makes compliance more straightforward for contractors.

What This Means for Your Business

If you're considering applying for a GSA Schedule contract, now is an excellent time. The reduced requirements mean:

  • Faster application process: Less documentation to prepare
  • Lower preparation costs: Fewer consultants and less internal time needed
  • Simplified compliance: Easier ongoing contract management

Current MAS Program Value

The GSA MAS program now represents $51.5 billion in annual government sales, making it one of the most valuable contract vehicles available to businesses of all sizes.
