GSA issued MAS Solicitation Refresh 32 (Solicitation 47QSMD20R0001) in June 2026, accompanied by Mass Mod A917. If you hold a GSA Schedule contract, you have 30 days to accept this mass modification. This is not optional — here is everything you need to know and do.
Why Refresh 32 Matters
Unlike some routine refreshes, Refresh 32 introduces material compliance obligations that apply immediately upon acceptance — including a new federal clause tied to executive orders and new product standards that can affect your GSA catalog. Contractors who miss the deadline or fail to update their practices face contract risk.
The 30-Day Acceptance Deadline
Mass Mod A917 must be accepted within 30 days of receipt. This is a shorter window than prior refreshes (Refresh 30 allowed 90 days). If you miss the deadline:
- Your contracting officer cannot process other modifications to your contract
- Price increases, SIN additions, and catalog updates will be blocked
- In serious cases, GSA may initiate contract termination procedures
How to accept: Log into eOffer/eMod at eoffer.gsa.gov, find Mass Mod A917 in your queue, review all changes, then electronically sign and submit. Keep a copy for your records.
Change 1: FAR 52.222-90 — DEI Compliance (Applies to All Contractors)
This is the most broadly applicable change. Refresh 32 adds FAR 52.222-90 to all GSA MAS contracts. This clause requires that your business does not engage in racially discriminatory DEI (Diversity, Equity, and Inclusion) practices as defined under Executive Order 14398.
Key facts:
- Applies retroactively to ALL existing contracts, orders, and BPA calls immediately upon acceptance of Mass Mod A917
- Covers employment practices, vendor selection, and internal programs
- Failure to comply with the clause is a contract breach
Action required: Review your HR and employment policies with legal counsel. If your company has formal DEI programs, assess them against EO 14398 requirements. Document your compliance posture.
Change 2: End-of-Support (EOS) Product Rules (IT & Hardware Contractors)
For contractors offering hardware, firmware, or software on GSA Schedule, Refresh 32 introduces formal EOS (End-of-Support) requirements.
The rule: Any product whose EOS date falls within 3 years of the offer date triggers additional GSA scrutiny. During contract performance, a Contracting Officer may remove EOS products from your contract.
Action required:
- Create an EOS tracking log for every product in your GSA catalog
- Flag anything with manufacturer EOS within 3 years
- Prepare documented mitigation plans (upgrade paths, replacement models) for at-risk items
- Remove or replace products that are already past EOS
Change 3: FCP Product File — NSN Column Removed
The NSN (National Stock Number) column has been removed from the Federal Commercial Products (FCP) Product File. Going forward:
- NSNs may only appear in the Manufacturer Part Number field
- Only authorized AbilityOne resellers may list NSNs in that field
Action required: Update your FCP product file to remove any NSN column entries. If you are an AbilityOne reseller, move NSNs to the Manufacturer Part Number field only.
Change 4: UAS/Drone Contractors — DCMA Blue UAS Cleared List
GSA now awards only unmanned aerial systems (drones/UAS) that appear on the DCMA Blue UAS Cleared List. If you offer drones or UAS products under MAS:
- Verify all products are on the current DCMA Blue UAS Cleared List
- Remove any non-compliant products from your GSA Advantage catalog immediately
- Submit a contract modification to delete non-listed UAS products
Change 5: SIN 532310 — Fixed Pricing Required
SIN 532310 (Industrial Products — Hardware Rentals & Leasing) has been restructured. Variable pricing is no longer permitted. Effective immediately:
- A single fixed price per category class is required
- Re-rental fees are prohibited
- Environmental surcharges are prohibited
If you hold SIN 532310, update your pricing schedule to reflect a single fixed rate per category class.
Change 6: New SIN — 518210GM (Grants QSMO Marketplace)
A new Special Item Number has been added to the IT category: SIN 518210GM — Grants Quality Service Management Office (QSMO) Marketplace. This SIN covers grant management software and services aligned with the federal QSMO marketplace initiative.
If your offerings include grants management technology, evaluate whether SIN 518210GM is appropriate to add to your contract.
Change 7: SIN 311423 Retired — Non-Perishable Foods
SIN 311423 (Non-Perishable Foods) has been retired. If you hold this SIN:
- Coordinate with your contracting officer to remove it from your contract
- Identify whether your offerings can transition to a remaining food-category SIN
- Do not continue selling under a retired SIN
Joint Ventures: No Change in Refresh 32
Proposed joint venture changes were removed from Refresh 32 before issuance. Existing JV guidance under MAS remains in effect. GSA has indicated future communication on JV changes is expected.
