Already Have OASIS+? Here's How to Add Phase 2 Domains

GO GSA TeamJanuary 9, 20256 min read

If your company already holds an OASIS+ contract from Phase 1, you're in a strong position to expand into the five new Phase 2 domains. Here's what existing awardees need to know about adding new capabilities to their contract.

The Bilateral Modification Requirement

Before you can submit proposals for Phase 2 domains, you must sign a bilateral modification to your existing OASIS+ contract. This modification:

  • Updates your contract terms to include Phase 2 provisions
  • Confirms your continued compliance with OASIS+ requirements
  • Does not affect your existing domain awards

GSA will issue modification packages to current awardees. Watch your contracting officer communications and the OASIS+ Interact community for announcements.

Submitting for New Domains

Once you've signed the bilateral modification, you can submit proposals for any of the five new domains:

  • Human Capital
  • Marketing & Public Relations
  • Financial Services
  • Social Services
  • Business Administration

Your proposal for each new domain will be evaluated independently using that domain's scorecard. Your existing Phase 1 awards have no bearing on Phase 2 evaluations.

Strategic Considerations

Leverage Your Position

As an existing awardee, you have advantages:

  • Familiarity with OASIS+ proposal requirements
  • Established contract administration processes
  • Understanding of task order competition
  • Existing relationships with OASIS+ buying agencies

Cross-Domain Synergies

Consider how Phase 2 domains complement your Phase 1 capabilities:

  • Management & Advisory + Human Capital = comprehensive organizational consulting
  • Technical & Engineering + Business Administration = full project lifecycle support
  • Enterprise Solutions + Financial Services = technology-enabled financial management

Qualify for Multiple Domains

The same qualifying project may earn credits across multiple domains. A large management consulting contract might qualify for both Business Administration and Human Capital, for example.

Timeline and Process

Key Dates

  • December 16-19, 2025: GSA released draft scorecards for Phase 2 domains
  • January 12, 2026: Phase 2 solicitations open for continuous submissions
  • Ongoing: Proposals accepted and evaluated on a rolling basis

Submission Process

  1. Sign bilateral modification (when available)
  2. Review domain-specific scorecards and requirements
  3. Identify and document qualifying projects for target domains
  4. Prepare and submit proposals through the OASIS+ portal
  5. Await evaluation and award notification

Documentation to Prepare Now

Start gathering materials for your Phase 2 proposals:

  • Contracts and task orders relevant to new domains
  • Past performance ratings (CPARS, client references)
  • Evidence of qualifying project scope and value
  • Updated accounting system approvals
  • Current facility clearance documentation
  • Relevant certifications (CMMI, ISO, domain-specific)

Risks to Avoid

Don't Overextend

Submitting for domains where you're marginally qualified diverts resources from stronger opportunities. Focus on domains where you can clearly exceed the scoring threshold.

Don't Miss the Modification

Without the bilateral modification, you cannot compete for Phase 2 domains. Monitor GSA communications closely.

Don't Assume Automatic Qualification

Phase 1 success doesn't guarantee Phase 2 awards. Each domain is evaluated independently against its own criteria.
