GSA is expanding OASIS+ from 8 to 13 service domains with the Phase 2 launch on January 12, 2026. This expansion addresses what GSA calls 'substantial unmanaged federal spend' in professional services that weren't covered by Phase 1.

Why Phase 2 Matters
The five new domains represent billions in annual federal spending that was previously scattered across multiple contract vehicles. By consolidating these services under OASIS+, GSA is creating:
- Streamlined procurement: Agencies can access more services through a single, familiar vehicle
- Better pricing: Increased competition drives better value for taxpayers
- Simplified compliance: One set of requirements across related services
The Continuous Open Model
Unlike traditional contract vehicles with limited competition windows, OASIS+ Phase 2 uses a continuous open model:
- Solicitations remain open indefinitely after January 12, 2026
- Submit your proposal whenever you're ready
- No cap on the number of awards—every qualified proposal wins
- Proposals evaluated against objective scoring criteria
Contract Structure
Phase 2 maintains the same six separate IDIQ contracts as Phase 1:
- Unrestricted (full and open competition)
- Total Small Business
- HUBZone Small Business
- Women-Owned Small Business (WOSB)
- 8(a) Program
- Service-Disabled Veteran-Owned Small Business (SDVOSB)
Each contract runs for 10 years (5-year base plus 5-year option) with an unlimited ceiling.
