GSA released draft scorecards for the five new OASIS+ Phase 2 domains in December 2025. Understanding how scoring works is essential for preparing a competitive proposal. Here's your complete guide to OASIS+ Phase 2 qualification.
Credit-Based Scoring System
OASIS+ uses a credit-based evaluation system with a maximum of 50 credits per domain. Your proposal is scored against objective criteria—there's no subjective evaluation or best-value tradeoff.
Minimum Score Requirements
- Small Business tracks: 36 credits minimum
- Unrestricted track: 42-45 credits minimum (varies slightly by domain)
If you meet the threshold, you receive an award. It's that simple.
Scoring Categories Explained
Qualifying Projects (QPs) — Up to 20 Credits
This is the largest scoring category. You earn credits for relevant projects that demonstrate domain expertise:
- 4 credits per qualifying project (up to 5 projects)
- Projects must align with the specific domain you're pursuing
- Minimum annual value thresholds apply:
- Unrestricted: $1M average annual value
- Small Business: $500K average annual value
Project Scale — Up to 6 Credits
Larger projects earn additional credits:
- 2 credits for projects over $1M total value
- 4 credits for projects over $5M total value
- Maximum 6 credits from this category
Past Performance — Up to 5 Credits
Strong performance ratings on federal contracts:
- Credits awarded for 'Above Satisfactory' or better CPARS ratings
- Only ratings from the past 5 years count
- Commercial past performance may be considered for some domains
Federal Prime Experience — Up to 4 Credits
Experience as a prime contractor on competitive federal task orders:
- 2 credits for competitive prime experience
- 2 additional credits for multi-agency experience
Contractor Business Systems — Up to 3 Credits
Government-approved business systems demonstrate capability:
- Government-approved accounting system: 2 credits
- Government-approved purchasing system: 1 credit
Facility Clearance — 1 Credit
Active facility security clearance at the Secret level or above.
Certifications — Up to 1 Credit
Relevant professional certifications such as:
- CMMI Level 3 or higher
- ISO 9001, ISO 27001, or similar
- Domain-specific certifications
Strategies to Maximize Your Score
Focus on Qualifying Projects
With 20 credits available, QPs are your most important category. Prioritize documenting contracts that:
- Clearly align with your target domain
- Meet or exceed the minimum value thresholds
- Have strong past performance ratings
Consider Multiple Domains
Some projects may qualify across multiple domains. A training contract might count for both Human Capital and Business Administration, for example.
Don't Overlook Small Credits
A single credit from facility clearance or certification could be the difference between 35 and 36 credits. Document everything.
Commercial Experience Counts
Unlike Phase 1, Phase 2 scorecards give more weight to commercial and state/local experience. If you lack federal projects, your commercial portfolio may still qualify.
Sample Score Calculation
Here's an example for a small business pursuing the Human Capital domain:
- 4 qualifying projects x 4 credits = 16 credits
- 2 projects over $1M = 4 credits
- Past performance ratings = 4 credits
- Federal prime experience = 2 credits
- Government-approved accounting = 2 credits
- ISO certification = 1 credit
- Total: 37 credits (exceeds 36-credit threshold)
