SAM.gov Registration vs GSA Schedule: What's the Difference?

GO GSA TeamNovember 28, 20245 min read

Many businesses confuse SAM.gov registration with having a GSA Schedule contract. They're related but very different. Here's what you need to know.

SAM.gov Registration

What It Is

SAM (System for Award Management) is the government's official database of businesses eligible to do business with the federal government. It's a registration, not a contract.

What It Does

  • Verifies your business exists and is eligible for federal work
  • Assigns your unique Unique Entity Identifier (UEI)
  • Records your company's size, certifications, and capabilities
  • Makes you visible to federal buyers searching for contractors

Requirements

  • Must have a legal business entity
  • Free to register
  • Must renew annually
  • Takes 1-3 weeks to complete

What It Doesn't Do

  • Does NOT guarantee any contracts
  • Does NOT pre-approve your pricing
  • Does NOT give you streamlined access to buyers

GSA Schedule Contract

What It Is

A GSA Schedule is an actual contract between your company and GSA. It pre-negotiates your prices, terms, and conditions so federal agencies can buy from you quickly.

What It Does

  • Pre-approves your pricing for federal sales
  • Lists your products/services on GSA Advantage (government's Amazon)
  • Streamlines the federal purchasing process
  • Positions you as a preferred vendor

Requirements

  • Must be SAM.gov registered first
  • Typically requires 2+ years in business
  • Detailed application and documentation
  • Takes 3-6 months to obtain

What It Provides

  • Direct access to billions in federal spending
  • Pre-negotiated terms agencies trust
  • Marketing through GSA Advantage
  • Credibility with federal buyers

The Relationship

Think of it this way:

  • SAM.gov = Getting a business license to operate in the federal market
  • GSA Schedule = Opening a storefront where federal buyers can easily shop

You MUST have SAM.gov registration before applying for a GSA Schedule. SAM is a prerequisite, but it's not a substitute. For a step-by-step walkthrough of the full process, read our guide on how to get your first federal contract.

Do You Need Both?

SAM.gov: Required for any federal contracting

GSA Schedule: Strongly recommended if you want to sell products or services to federal agencies regularly

The Journey

  1. Register in SAM.gov (required first step)
  2. Apply for GSA Schedule (for serious federal sales)
  3. Market and sell through GSA Advantage
  4. Build past performance for larger opportunities
